World Trade is under rapid growth with the global economy integration speed up. Container transportation plays an important role, which features as standardization and multimodal-transport. We enjoy a fast-speed development that sea&railway Multimodal transport gradually aim to mainland and establish highway&railway Multimodal transport. The mode flow of highway&railway Multimodal transport is connected to the necessity of modern logistics industry. The transport organization does attach a key to the effectiveness of field operation. They are the key elements for container used as highway&railway Multimodal transport, thus it is necessary to do a research and analysis on the mode flow of highway&railway multimodal transport and the transport units.The paper firstly conducts a theoretical research and follows it I make an analysis of a definition and features as well as the situation of highway&railway multimodal transport in China. I make some suggestions for the highway&railway multimodal transport regarding to some problems in developing the situation of highway&railway multimodal transport. Then the paper aimed to design a highway&railway multimodal transport modal and profoundly introduce the effect and the standard of highway&railway multimodal transport, which contributes to the operation of highway&railway multimodal transport. Through reviewing literature and on-site investigation, I try to make an analysis on the problems of highway&railway multimodal transport and transport organization which it covers Source organization^connection、Empty container for scheduling and Stations planning and so on. At last, I visit the process of operation. By focusing on the principle of First Come First Service, I try to give a principle of Came Near to the Service. I establish a mode of Contchamp after discussing the Traveling Salesman Problem, and then conclude a loading and unloading order of contchamp that follows the Java program. It’s naturally concluded that Came Near to the Service is preferred after calculating some datas on the walk distance of all principles.
