A non-truck operating common carrier(NTOCC)applied for a national car-free transport pilot project in 2016 and passed the first pilot audit at the end of 2017.It has built a business sharing and information exchange platform for shippers,carriers and drivers,and is committed to achieving a strategic layout of the Internet + logistics.However,in the process of operation,on the one hand,there is a problem of high transportation costs due to a single mode of transportation;on the other hand,it is difficult to develop new customers and the market is slow to develop because of the homogenous competition of other NTOCCs and logistics companies.In order to solve the above problems,this paper proposes that A NTOCC organize freight and rail transport for goods from shippers,use large-scale economic transportation of railway trunk lines,and reduce costs to improve their market competitiveness.This paper firstly classifies and sums up the modes and business characteristics of the NTOCC,it is found that the NTOCC has a great difference from the traditional freight forwarding company in terms of legal status,identity,and the nature of charges.It is possible to organize transportation and any mode of transportation can become its actual carrier.Then,by analyzing the status quo of the development of A-NTOCC,the existing"one-vehicle" operation mode of A-NTOCC and the model for all road transport,and the characteristics of self-organized transportation are not fully utilized,which lead to high logistics costs.Relying on the advantages of the advanced railway network and the low cost of railway trunk transportation,this paper puts forward the idea that A-NTOCC organize railroad transportation.A NTOCC as a "consigner" can organize and transport all goods.Then from the perspective of A-NTOCC,consider the three parts of transportation cost,transit cost and transportation risk cost,and establish the model with the goal of the lowest total cost in the entire transportation process.Carry the A-NTOCC Shandong-Gansu cargo volume into the model,inquire relevant data setting parameters,design the particle swarm algorithm into Matlab,get the cost of the total railway transportation can reduce 18%and reduce the amount of 97880 yuan,which demonstrate the effectiveness of the implementation of the public rail transport program.Finally,by changing the cargo volume and transport distance,Finally,by changing the freight volume and transport distance,the impact of changes in freight volume and changes in transport distance on transportation costs is obtained.When the freight volume and the transportation distance are different,the optimal intermodal transport plan is different.However,the larger the total volume of freight and the longer the distance of transportation,the more costly the optimization will be.
