From the perspective of supervision, this article takes highway engineering for exampleto expand on how to build network plan with three control requirements. Later in the1980s,highway engineering construction market was established by the reform and opening up. Inorder to meet international standards, Chinese characteristics supervision system wasestablished according to the combination of management model of FIDIC and China’snational conditions. At present, the supervision scope in China is the work of supervision inthe construction phase, also known as construction management, the core contents are ThreeControl (Quality Control, Progress Control, Investment Control), the realization of ThreeControl requires advanced technology, this article choose the origin of the earliest criticalpath method of network planning technique. Network planning technique is to use automaticcalculation and adjustment, and is the most practical planning techniques by far. Along withthe development of software technology, it enhances practicality of the network plan. Fromthe perspective of application of network planning technology in China and abroad,application of network planning in international project has been a regular practice, but it isstill a selective application in highway construction in China.In highway engineering construction, it adopt simpler planning methods instead ofnetwork plan, our perfect highway engineering construction standards and specificationsmake up the lack of advanced technology applications.Highway engineering construction is to build highway product, each specific highwayconstruction is restricted by quality, investment and progress all the way, and these three areintegrated. Application of network planning technique in Highway Engineering: highwayconstruction process is broken down into components as a whole, and arranged to the logicof the various components of the construction process (arranged in two ways, one is thetechnology, the second is a man-made organization), which have project duration andresources and costs management. Quality specification is not be include in long termnetwork planning technique and related software application.In China, highway construction has been divided into following levels: constructionproject, individual project, unit construction, partitioned project, subentry project. Relyingon this system, quality testing and assessment system take subentry project as inspection andevaluation unit, and determine the appropriate levels of quality assessment on this basis. Inthe specific project, list cost of partitioned project quantities occupied more than85%in totallist cost. Quality Inspection and Evaluation Standards for Highway Engineering (JTGF80/1-2004) is the main basis for supervision of quality control, in the same way,engineering quantity list quotation that checked into contracts is the main basis forsupervision investment control. This article analysis the specific provisions and applicationof Quality Inspection and Evaluation Standards for Highway Engineering in details, requirements and application of engineering quantity list valuation, explain thecharacteristics and engineering roles in two systems.According to the characteristics of subentry project, combined with the networkplanned for the special position of the progress control, and theoretically explained theconstruction network plan for the three control requirements general program. And take aspecific highway and a contract as an example to illustrate how to build three controlrequirements of network planning.This article takes subentry project as network plans node to construct a network plan,and combine network plan technology with Chinese perfect highway engineeringconstruction of standard and specification requirements, the quality requirements, progressrequirements, and investment requirements are included to establish a control system, andpractice the project overall target to has a specific focus and base, which can better meetsupervision work of three control requirements.
