With the rapid development and increasing throughput capacity in the21st century, large ships and high traffic density have brought new challenges to the navigation safety of Qingdao port. In front of the possible potential dangers, the measures made by the relevant departments have gradually changed from emergency control to preventive control.The navigation safety in port area involves many aspects. To assess the potential risk in port areas, the regulation and measures made by the relevant departments can not only be based on the effectiveness, but also on a comprehensive consideration. The economic benefit has been considered by more and more organizations and scholars. Along with this trend, a comprehensive and integrated analysis is provided by FSA(Formal Safety Assessment).In this paper FSA is used to assess the risk caused by navigation accidents in Qingdao port areas, which aims to get the high-risk factors of accidents, propose the risk control programs which are determined by the cost-effectiveness analysis. In the stage of risk assessment, a risk contribution tree is built by using the theory of project risk management in investment area. In the stage of the cost-effectiveness analysis, a reference database is provided to each type of loss, which is used to get a economic loss of each type to one accident. At last a total economic loss of single accident is got by the amendment of accident characteristics of Qingdao port.In this paper FSA is applied to the navigation safety in Qingdao port, and some researches are done to the FSA system. Based on the researches, some feasible suggestions are proposed to the navigation safety in Qingdao port areas, which provides some references and consultations to the regulations and measures. All above the researches may benefit the reduction of navigation accidents and the risk control in Qingdao port or other port areas.
