The city traffic is a band for urban social activities and economic activities, is important to improve the development of urban economy and the living standards. In recent years, as China’s rapid economic development, urbanization continues to accelerate, increasing motor vehicle ownership, urban transport has become a bottleneck restricting the further development of the city. One-way traffic organization recognized as domestic and foreign, to solve urban traffic problems are most direct, economical and effective way to major cities in China have been widely used.The article draws lessons from the implementation and research of international one-way traffic organizations, makes a detailed and comprehensive analysis on traffic characteristics and impact of the implementation, the main aspects of urban one-way road transport organizations. Overview the pros and cons of urban roads which have been transformed to one-way traffic, and summarize specific set conditions. It further improve the city’s one-way traffic theory based on the studies before, to make it more systematicIn this paper, it delineates Daoli main business district in Harbin as study area, the one-way road net near Central Avenue as object. It takes Transmodeler microscopic traffic simulation software launched by Caliper Corporation in2005for the platform, establish one-way traffic simulation model of the main business district of Harbin. The results of simulation and the data from survey build the city one-way traffic evaluation system together.At present, the evaluations of city’s one-way traffic organization are almost the ones prior to the implementation, named feasibility judge of the one-way traffic organization. There are almost none about the evaluations after implementation.To compensate for this research field blank, the paper introduces principal component analysis (PCA) in statistics as an evaluation method, proposes a threshold discrimination law as a road hierarchy to determine, and establishes a comprehensive evaluation model for urban one-way traffic organization.The model can be specific to evaluate the implementation of the transformation of the one-way traffic after the road to comprehensive ratings, the rating can direct reflect the status of urban road one-way traffic transformation whether to achieve the desired state.Apply the model to evaluate the streets which has been reformed unidirectional traffic in the study area. The evaluation results show that the evaluation results show that the Unidirectional traffic within the study area, implementation effect generally is acceptable but some streets of the results are not obvious, such as streets of Shangzhi、Tongjiang and Diduan...
