| In order to guarantee the smooth circulation of coal resources and meet the increasing need of coal consumption in China, mine enterprises, railway companies and port companies need good cooperation and pleasant collaboration to form a reasonable scale, structure and layout, then they can make the "mining-railway-port" composite system maximizations of transport capacity, operation efficiency and economic benefits, namely, they can realize the coordinated development of "mining-railway-port" composite system. This article uses an integrated research technique which is the combination of system analytic method, qualitative analysis and quantitative analysis to study the problem of the coordinated development of "mining-railway-port" composite system.Firstly, based on coordinated development theory, synergetic principles and composite systems theory, the collaborative relationships of the composite system coordinated development are proposed.Secondly, from the qualitative aspect, the promotion relationship and restriction relationship between mine enterprises, railway companies and port companies is analyzed. Thereby the concept of "mining-railway-port" composite system is defined. Its structure and functions are discussed. Then the connotations of "mining-railway-port" composite system coordinated development are elaborated, as well as the manifestations from the aspects of static, dynamic and system operational.Once more, from the aspects of technical indexes, technique indexes, financial indexes and development indexes, the index system of "mining-railway-port" composite system coordinated development is constructed. The "mining-railway-port" composite system coordinated development evaluation mode based on DEA is designed, which can evaluate the coordinate developmental state between various subsystems of this composite system.Finally, the example analysis to "mining-railway-port" composite system which focuses on Daqin railway is proposed. The rationality of "mining-railway-port" the composite system coordinated development evaluation model proposed in this article is verified. Then according to the evaluation results, the optimization strategies which can help to achieve harmonious development are proposed. |
