A Basic Study Of Unit Planning

Since Chinese Economic Reform, changes and new situations have took place in land use system, construction methods, investment source, and management in property development. Confronting the new situation Chinese planners have been seeking new strategies and methods, which is expected to combine regulations and practices, integral control and local requirements. After zoning being introduced in1980s, the technique of making and managing regulatory plans was gradually formed, which is based on experience of zoning in foreign countries and local context. However, due to unstable factors existing in the social and economic transforming period, implementing the regulatory plans has been confronting various barriers. Considering this situation, cities in China conducted a series of exploring, which is expected to supplement the deficiencies. Cell planning is one innovation starting to be adopted in some big and medium-sized cities.This dissertation will base on relevant context introduced above, systematically analyze theories and experiences of cell planning in both China and foreign countries, explore and summarize all the definition, level localization, main contents, barriers and solving advice in the implementing progress of cell planning. In the mean time, this dissertation will take context of Hefei regulatory plans into account, explore cell planning methods, main contents and managing aiming at Hefei.The first part is basic study of cell planning. The review consists of the US zonging theory, Singapore development guideline, practice experience from Beijing, Shanghai, Changsha, etc. The analyze is conducted through in-depth understanding of cell planning Theory, resulting the main attributes of cell planning. In addition, this part also raise comparable experience of the level, category methods, cell scale and planning contents to learn from. The development and practice experience of Hefei regulatory planning is encompassed as case study.The second part is the main part of cell planning study. Based on the comparing and clarifying of theory and experience in the first part, this part of study will summarize all the definition, level localization, main contents, barriers and solving advice in the implementing progress of cell planning. And introduce the study result into Hefei, fully considering specific context of Hefei. The measurements of introducing cell planning encompass analyzing the relationship between cell planning and upper planning of Hefei, making the principles and methods of cell planning based on Hefei context. This part of study will consequently subdivide land for construction into85control cells, in the boundary of "141" clusters urban space, and clarify the main contents of cell planning. In addition, this dissertation will propose advice on cell planning implementation in Hefei.
