Study On Cost Management Research For The Fifth Metro Line Of Shenzhen Under The BT Mode

Build-Transfer Financing Mode has attaracted serious concern in our country by it’s powerful constructing fuction. The advantage of this model is mainly embodied in two aspects:One is to decentralize the risk of the government investing large infrastructure investment, relieving the investment pressure.The other is to solve the long precedure of the govermment construction management and the low efficiency of defects due to the big the management group by design-construction integration.But BT executors has to face strict management of the ownersand the compressed the profit space in material purchasing. It makes it particularly important to study the cost contral in BT mode in of the construction unit.China Railway sixth Group Co. LTD, as a branch company of China Railway, participates in the construction of the Fifth Line of Shenzhen Metro. The author did some research on cost management of the project during the long-term management.This paper introduces the characteristics, the development in China and the example in BT mode. of the BT projects and and the application of the project example BT mode. The cost management study of Shenzhen Subway Line No5,5303A mark analysises the key points and difficulties from its failure.Finally, it concludes that the keypoints are "quality, safety and time"; strenghthen the risk prevention and the Monitoring of the construction; carry out in-depth claims and contract management. The most important is to strengthen ideological education work of the project members so as to carry through the cost controll concept.
