Goods and materials management is a strategic measure for enterprise to control internal and external resource, reduce operation cost and improve core competitiveness. Currently, the situation becomes complicated both at home and in the global markets, while this moment is just a favorable chance for an enterprise to strengthen management. The main function of goods and materials management system in container terminal in China is to ensure the terminal to operate normally and efficiently. In the early development period, container terminals focused on throughput and sale turnover increase excessively and ignored effective management of internal goods and materials, which leads to too big purchase amount and stock to handle. It is an important subject for DL Container Terminal’s sustainable development on how to improve goods and materials management under so complex situation.At first, this paper illustrates relative theory on goods and materials management, mainly from concept of goods and materials purchase, goods and materials stock, supply chain management, stock sharing JIT and so on. Secondly, in accordance with analysis on goods and materials system in DL container terminal, it gives detailed research on purchase and stock management of goods and materials management. Thirdly, under the guide of supply chain management relative strategy is raised on improving goods and materials management of container terminal. Finally, two suggestions were proposed from the management level to ensure the DL container terminal optimization strategy to carry out.
