Currently, under the condition of energy shortages and the rapid industrial development, along with the growing power demand, the research on capacity expansion and consumption reducing has an important and positive significance on business and society.As an effective means of excavating the old units’potential, capacity expansion and consumption reducing is an important way to increase output and reduce energy consumption. In this paper, according to the concept and calculation formula of power generation coal consumption rate, we calculate power generation coal consumption rates of three schemes. We make a comprehensive comparison of three kinds of schemes’ power coal consumption rate, the upgrading safety, the investment cost recovery time, the benefits after the reform and construction to the time limit, and then determine the reform plan. According to the operation situation of the3#and4#units of the second phase in Qinhuangdao power plant, we reasonably optimize and improve the thermal system, scanty water system, the steam turbine proper, thermal control and measurement system, at the same time, the setting pump to the high pressure inverter.In order to confirm that the output of steam turbine can achieve320MW and each important auxiliary engine with load capacity meets the requirements, we conduct a series of tests such as the output of the turbine test, the output of boiler test,#4generator unit temperature-rising test, the coal consumption rate under variable condition test, efficiency analysis of HIP cylinder test and valve characteristic test. According to the test results, the unit can run safely, economically and continuously in320MW load, and realize the purposes of reducing generating cost and energy consumption. We compared the regulating stage efficiency, high pressure cylinder efficiency, intermediate pressure cylinder efficiency, the steam leakage rate between high school shaft seal and electric power.Through the transformation of capacity expansion and consumption reducing, the coal consumption has declined, the operation reliability has been improved, the power generation capacity has increased20MW, many redundant links have been eliminated, and the maintenance personnel work has reduced.
