Research On Monitoring Of Cost And Progress Based On Value Engineering And Multilevel Earned Value

The modern engineering project is not only have large scale, but also contains many complicated contents, the logic relation of these factors is complex, they have mutual connection as well as mutual restriction. Cost and schedule control are important contents of engineering project management, they have influnence both on economic benefits and social benefit of engineering project.In joint control of project cost and progress, earned value management is the effective monitoring tools, this method consider both progress goal and cost goal comprehensively, so, it is widely used in project management. However, the traditional earned value analysis method ignores the structure of project and logical relationship among work packages in various levels in the project. Thus, the scholars have proposed a multi-stage earned value analysis method, this method not only consider the composition of the project structure, and analyzes the logical relationship among the sub-project at all levels, so, it can reflect the true condition of progress and cost and is more scientific than the traditional earned value analysis.The paper took the second phase of a settlement houses project as an example, put value engineering theory into the performance evaluation of project cost-progress joint monitoring based on the earned value theory, so as to enrich the theory of project progress-cost joint monitoring. The main research:(1)combed the related theory about value engineering and earned value analysis, expand traditional earned value analysis to multistage earned value analysis;(2) use the multi-level earned value method to determine the key path and forecast the total construction period and the total cost of each subproject and the whole project;(3) use value engineering theory to the value evaluation of project, take the critical process as the research object, the paper sort the influence factors according to the value engineering method as to provide the reliable reference information for joint monitoring of project progress and cost.
