With the development of society and the fierce market competition, the modemanagement of a construction enterprise needs a transformation from traditionally"superficial" to "intensive and meticulous", which is a more modern model. Exceptthat the enterprise will face a crisis of survival.Nowadays, Chinese construction enterprises have confronted grim marketingsituation. there are numerous problems to exist. For instance, the marketmechanism is not comprehensive, and the behavior of construction industries is stillnot up to the standard, which is illustrated in several following aspects. Some ofinvestment companies are in arrears with construction cost which may consequentlyaffect the produce efficiency of society. Construction corporations, consultingcompanies, supervision companies, Design Institutes, material suppliers and theother industrial chain of different interest groups are doing something illegal orbreaking the law in varying degrees, for example, in order to win the bid,exceptionally a construction enterprise can bring down the price blindly, or evenbelow the prime cost. Moreover, mostly construction enterprises are lack of talentintroduction, so their internal management cannot be run that well and actually theirmanagement mechanism is backward. Despite the fact that the administrativecompetent department gradually participates in the management of workers, it sillhappens that there are compensations of industrial accidents and a count of wage hasbeen default for migrant rural workers. As the market scale continues expanding, theincreasingly scale economy has been monopolized by a few constructioncorporations, in other words, it has been a monopolistic competition rather than aconstructional market competition. Furthermore, our Chinese internationalconstruction enterprises do not have highly competitive due to the minority, and there are fewer with the superior administrative standard. Therefore, the market withboth domestic and overseas have to rely on the low-price bidding to share a corner ofthe market, even if its very low profit rate or losing possibility.At present, most of the construction enterprises are increasingly aware of a factthat they should depend on the deepening of the design, the optimization scheme andreduction of the processes to reduce costs. What’s more, eliminating constructionwaste in the process through trifling targets and rational division of labors is the onlymethod to achieve this differential profit. so, the construction enterprises should betaken meticulous management, which is different from the other enterprises inconstructional technologies, design optimizations and processes as merge into a finecost management.Additionally, it differs from other industries because the constructionenterprises will regard the workplace as the major project. Therefore, the enterprisescan be benefit from implementing the fine cost management towards workplace. Asthe result, it also can enhance the comprehensive strength and the corecompetitiveness, so that enterprises can develop efficiently, sustainably andhealthily.This article is an experimental conclusion of the author towards the finemanagement in the construction experience. It explores a successful managementcase with an opposite one, and it discusses how construction enterprises want toprofit and survive depending on the fine cost management.The whole text has been divided into5chapters.The first chapter introduces to demonstrate the situation and problems of theproject from the present situation of W company within the severe market, is facingto the Dongtai project. It proposes the project have to take the fine cost managementwith the key point, highlight and innovation in practice.The second chapter write about fund fine cost management practice. The author expounds "the capital arrangement, the two administrative comparison, the materialcost management and the contract management". This chapter is the highlight part:the management of two administrative comparison, material planning and costmanagement.The third chapter displays the human resources of cost management practice.The author discusses three aspects: the project management organization setup, thelabor cost and human safety cost. This chapter is the innovation part: employing aperson in a right post and reducing the labor.The fourth chapter illustrates the cost management in the real process of aconstruction from quality, task time, workplace management and the cooperation toachieve the second operational profit.The fifth chapter analyzes a successful case and a failure case by comparativeexposition. It points out the sustainable and healthy development of enterprisesneeds the fine cost management, which will carry out by construction projects.
