Research On Evaluation Of Water Resource Assets Efficiency Of Chinese Provincial Regions

This paper based of the study that reference and absorption the existing research results ofdomestic and foreign water resources evaluation, application of data envelopment analysis tocalculate the efficiency of each province of water resource assets, and studied the influence ofwater resource assets efficiency influence factor. Firstly, this paper analyzes the efficiency of waterresource assets from two aspects of natural factors and social economic factors. Through theanalysis of water resources abundance, water quality, water resources development condition,economic development level, the industrial structure of the region and the environmentalprotection effect of6factors on the efficiency of water resource assets, it calculates the relativeefficiency of water resource assets, and analyzes the differences between provinces. Secondly, thispaper will combine the6Influence factors to estimates the total efficiency of water resource assets,and conduct a comparative study with the analysis of relative efficiency, that can analysis of themethods and measures to improve the efficiency of the provinces.The results show that: First of all, the total efficiency of water resource assets exist thesituation that tends to1, this have some differences between the relative efficiency of waterresource assets that based on6factors. This is mainly due to correlation between each factor, andnot individual. Secondly, this paper also from various aspects of factors to consider the efficiencyof water resource assets, to avoid the problem of efficiency value tends to1. We can clearly seethat exist regional differences of all provinces of china’s water resources asset efficiency, and upon6major factors influence, the variation trend of relative efficiency of each province is consistent.Finally, by comparing the various influence factors of water resources asset scale efficiency, wecan accurately figure out what factors influence the efficiency of the provinces. Thus through theimprovement of the factors in the way to improve the efficiency of water resources of theprovinces, and in the provinces that have low efficiency of water resource assets, we puts forwardreasonable suggestions to improve the efficiency, thus laid a stable foundation for China’s waterresources sustainable development.
