China is a traditional agricultural country, to create a brilliant agricultural civilization in history, the level of agricultural development had long been ahead in the world. However,since the Opium War dynasties, the Qing government into troubled times. To face the dilemma of thousands of years no shortage of food supply, the late Qing government to solve the population pressure in many other areas of the agricultural has made some policy adjustments to adapt to ensure that food production and population growth. The southwest border of Guangxi, home to many other ethnic groups among the various ethnic groups to learn from each other’s advantages, and integration to get along. Guangxi’s special geographical location, food production has been dominant,but in modern times to enter the food production in Guangxi is also facing various problems.This article is divided into four parts. The first part of the introduction, the main food production policy research on the late Qing Dynasty Academic History, Topics of origins and significance of research methods, research priorities, difficulty and innovation points are elaborated. The second part describes the late Qing Dynasty people to contradiction, Guangxi, natural and social environment changes; the third part of food production policies of the late Qing Dynasty and its implementation in the border of Guangxi, including immigrants physiocrats ideas, reclamation policy, Water beefing political policy, agriculture and food production is closely related to measures of education policies, the implementation of the agricultural Experiment Station. The fourth part briefly summarizes the performance of food production implementation of the policy in the late Qing Dynasty in Guangxi and its frontier regions.This article believe that after the Sino-French War, the central government has finally recognized that Vietnam has more than1900kilometers of border line in Guangxi, in the stability of South China’s importance in the late Qing Dynasty nationwide upsurge in industrial, Industrial policy of the Guangxi authorities to bringunique content and properties of the border areas, the characteristics of its food production policy, the following two aspects:1. Guangxi local government in the formulation of its reclamation policies can reconcile the contradiction between the Guangxi ethnic; Guangxi local government in the development of food productionpolicies, the realities of the province, so that local conditions, and avoid weaknesses. Implementation of these policies has played a positive role to promote the slow development of the productive forces, to promote agriculture in food production, including production technology, the concept of change, the Agricultural Experiment Station of the modern agricultural education, the nature of capitalism began to emerge, as new Gui laid the foundation for the construction of Guangxi. However, due to the late Qing Dynasty in Guangxi perfusion corruption, financial constraints, social unrest and other reasons, the results obtained from the Guangxi food production policy is not obvious, does not fundamentally change the backwardness of agricultural production.
