The bilingual policy is the cornerstone of Singapore’s education. In order to maintain the culture of ethnic identity and heritage of ancestors, it is necessary to make the mother tongue as a second language in various ethnic groups. Chinese is the mother tongue of the ethnic Chinese. Since there are more than two thirds of the total populations of Singapore, Chinese education is an important part of the mother-tongue education. The formulation of Chinese syllabuses and the preparation of Chinese materials play an important part in the Chinese education. As the basis for the compilation of teaching materials, Chinese syllabuses promulgated and implemented by the Singapore Ministry of Education, and constantly revise and adjust according to the socio-linguistic environment. Existing Chinese syllabus of primary school was promulgated in2006and was being carried out on the year of2007. In order to dovetail with the existing Chinese syllabus of primary school, the Chinese syllabus of secondary schools made a corresponding adjustment in2011and begun to implement.The biggest features of the existing Chinese syllabuses are emphasis on the cultivation of language communication ability and general ability and the theme of text be more times and flexibility. This paper selected the materials which were the uniform use of the public schools of primary schools and secondary schools in Singapore. This paper selected course objectives and teaching materials selection as two aspects of the embodiment of the curriculum standards in textbooks. In the part of texts and exercises, this paper did a comparative study on reflecting the form from the consulting and technology, interesting and effectiveness of the practice; In the part of textbook content and selection criteria, it did a research for the point of view of the text theme, genre and the times, and from which the compilation of teaching materials have been fully reflected that "authentication theme is flexible and close to the student life". Finally, the characteristics and shortcomings of the syllabuses and school textbooks written were analyzed and summarized, and some follow-up study suggestions were follow-up on this basis.This paper argues that the Chinese syllabuses on changes in course objectives reflect the Singapore Ministry of Education and Chinese teaching session have realized the mother-tongue education shifted to second language teaching. This change has been reflected in the textbooks. The primary and secondary materials have doing an exploration of the diversity and targeted in the practice. The content of the text and selection of school textbooks is also flexible, closer to the contemporary students ’life. But on the whole, the text preparation in the communicative function needs for further exploration; syllabuses and teaching materials in using the word correctly remains to be strengthened.In the context of the international promotion of Chinese, starting from the perspective of overseas Chinese teaching in the latest version of the primary and secondary school Chinese syllabuses and the current Chinese textbooks has a certain significance in the understanding the current Chinese education in Singapore, exploring the Chinese teaching model at the Chinese community, and promoting the development of the theory and practice of syllabuses and the preparation in Chinese teaching materials in the overseas.
