With China’s political development, political document is playing a particularly important role in external propaganda. As the essential part of political document, Government Work Report and its translation have attracted wide attentions all over the world, especially in the translation field of China. The English version of Government Work Report is an important channel for our government to introduce China’s policies to the world. Many foreigners get to know China’s situation and Chinese governance just through its translation. Therefore, the quality of its translation will be of vital importance for China’s image in the international community. Government Work Report is translated by Central Compilation and Translation Bureau, whose responsibility is to timely and accurately release the English version of Government Work Report to the world.Andre Lefevere’s three factors of manipulation theory, namely ideology, patronage and poetics, were widely applied to the study of literature translation, but not so widely to the study of practical writing translation. Enlightened by Lefevere’s manipulation theory, the author intends to discuss translators’manipulation in the process of translating political documents based on its practice that translators are affected and manipulated largely by ideology, patronage and poetics. From the perspective of translators’ideological manipulation, a large number of examples were chosen from Government Work Report of2011to prove that translators’manipulation indeed exists in the translation of political documents.
