A Report On C-E Translation Of 2016 Fujian Provincial Government Work Report Based On Manipulation Theory

Under the guidance of the mainstream of peace and development,China is gradually developing its external communication and relationships."Going out"has become one of the most important foreign policies of our country today.In the process of"going out",there is a growing number of political texts in the field of translation,one of which is the government work report.The translation of these texts undoubtedly plays an important role in promoting China's foreign political publicity.There are normally two kinds of Chinese government work report:one is the central government work report,and the other is the local government work report.At present,the translation field attaches greater importance to the analysis of the central government work report while less attention is paid to the translation of the local government work report.In recent years,the translation of some local government work reports has achieved good results,which greatly facilitates foreigners to know about local governments'policy.But most of the local government work reports have no official translation,still lacking sufficient research results.The manipulation school,which emerged in the late 1970s,focused on cultural studies and explored literary translation activities in the context of social culture.There are three major controlling factors in manipulation theory,which are ideology,patron and poetics.Based on these three factors,this paper tries to make an analysis of the C-E translation practice of 2016 Report on the Work of Fujian Provincial Government under the guidance of manipulation theory so as to prove the significance of manipulation theory in translating political texts.As one of the most important political texts of Fujian Province,the translation of this provincial government work report will firstly be manipulated by the patron,Fujian government.So,during translation,the translator must first take into consideration the need for government foreign publicity.Besides,since the report is a government text,its translation cannot escape the manipulation of dominant ideology of Chinese collectivism;government policies and rules are another form of ideology,which demand the translator's political consciousness on current events and world affairs as well as keen insights into government policies and regulations.Therefore,when dealing with the translation of non-subject'clauses and parallel sentences,the translator should consider how to demonstrate the ideology of collectivism and whether the translation well illustrates the government policies and rules in order to fulfill the need of foreign political publicity.After taking these under consideration,the translator carefully chooses to add the subject "we" in collocation with different modal verbs.Apart from ideology,poetics also plays a manipulative role in the translation,which is demonstrated in the translation of the concise Chinese four-character words,frequently used words and words with distinctive Chinese or Fujian local features in the 2016 Report on the Work of Fujian Provincial Government.And the manipulation of poetics can also be found from the translator's various methods dealing with different syntactic features in the two languages.In the translation of this report,the translator takes the dominant ideology as the main line and adopts flexible means of poetics.Through the translation,the translator re-writes the original text,attempting to provide more easily accepted texts for the target readers,which also proves the guidance of manipulation theory to the translation of government work reports.
