Strengthening the construction of a public cultural service system hasbecome a key concern of both relevant government departments and the publicever since the5th Plenary Session of the16th Central Committee of the ChineseCommunist Party. It is the essential requirement for the development of socialistadvanced culture and the construction of a socialist harmonious society as wellas the major way to realize and protect the basic cultural rights of the public.The essay firstly sums up the basic theories on culture and public managementthat are relevant to the public cultural service system. It views the developmentof culture from a unique angle. The second chapter introduces the backgroundinformation of the public cultural service system and its current development inShanghai, especially the development of cultural service organizations and thecommunity cultural centers. The suggestion that a public cultural service systembe built is put forward during the transformation of the function of the Chinesegovernment from a traditional one to a service-based one. This is an importantprogress in non-profit cultural undertakings under the cultural system reformand is closely related to traditional cultural undertakings. As an important part ofthe Chinese reform, cultural restructuring is special and complicated. Deficiencies in the cultural system have seriously hampered the development ofChinese culture in the new era and the development of the whole society. As thebiggest developing country in the world, China is currently at the preliminarystage of socialism during which it is undergoing economic, social and culturaltransition. To meet the new demands of the public on public culture during theperiod, the Chinese government has therefore proposed the building of a publiccultural service system, and has adopted more pragmatic and flexibleapproaches to develop public cultural services. The public cultural servicesystem discussed in this essay refers to the part of the public cultural service thatis directly provided to the public to ensure their basic cultural rights. It is thuspublic and non-profit, whatever form it takes.Cultural development has long been active in Shanghai. In particular, afteryears of development, the public cultural service system in the city has achievedsubstantial progress. With careful selection of location, increasing governmentfinancial support, expanding service coverage and more diversified publiccultural products, the whole system has received warm welcome of the public.Meanwhile, however, there are still some problems with the system that needs tobe solved, which is discussed in detail in Chapter Three. The last chapter putsforward suggestions to perfect the public cultural service system in five aspects:attaching equal importance to government guidance and public participation,software configuration, the sharing of public cultural resources, the universalityof public service products and the evaluation of the system.
