Since1995, the State Education Commission issued faculty1995[No.12] file, making higher vocational schools become full-time vocational colleges officially, then began with dynamic construction and development. The regulations in1998Higher Education Law:higher education should not be held in secondary vocational schools, so most of them merge or transform into vocational colleges. Therefore, most vocational colleges develop with low starting point, little experience, teachers, and teaching materials, not to say the comprehensive teaching and practice.17years for the development of vocational colleges is a very short period of time, during which almost all vocational colleges have taken large-scale curriculum reform, examination reform, and curriculum construction and so on, but the quality of music education, evaluation, teaching management mechanism still does not go up the need of contemporary college students. On one hand, the rigid exam-oriented education teaching mode does not suit for the music teaching subject. In the course of teaching and examination reform process, the music teaching mode and practice also have some innovation and research. But after the reform of the traditional mode, music education turns into an extremely stocking pattern. If the traditional music educational pattern caught students "tight", the stocking teaching mode put students "loose" too much, both of which can not achieve the purpose of music education. On the other hand, because the vocational education center was on "vocation" greatly, quality education can not be implemented, no matter whether teachers or material inputs are rarely, the teaching management is not perfect. Because of the lack of qualified teachers, restricted activity conditions, a lot of practice activities are completed by the students without reasonable guide, and can not reach the music education purpose, all these contuse the enthusiasm and the collective sense of honor of the students, not to say to improve the students’ comprehensive music quality.In this paper,2009~2011grade college students in Luan Vocational and Technical College of Anhui are researched, and the related teachers and leaders are interviewed, hoping to be able to understand the students’ music quality level, collecting their views and opinions for music teaching and activities, finding out and analyzing the problems. Survey results show that:the students’music quality are not high; they have great interest on music but don’t care music lessons; they are not satisfied with music teaching arrangement and music practical conditions; all these are rooted in the lack of teachers and the inadequate teaching management.For these reasons, this paper argues that vocational colleges should do as follows: First, to change the music quality education concept; Second, to supply a wide variety of music optional courses, to rich colorful music practice activities; Third, to strengthen the construction of art teacher team; Fourth, to improve the music teaching and music practice activity management.
