The Research On The Innovative Path Of Public Cultural Service Of The Local Government

With the deepening of institutional innovation of local government, the function oflocal government is focused more on the function of public service, and public culturesupply is an important part of public service. Therefore, the idea of the comprehensiveconstruction of public cultural service system is increasingly clear in the developmentstrategy of the party and the government. The value of public culture on institutionalinnovation is in three aspects: the bedding function can provide the cultural spiritsupport for system innovation; the integrating function can cover the shortage of systemin system innovation; the guiding function can help the system to implement effectivelyby means of guidance and persuasion.In recent years, local public cultural supply has made certain achievements: thesystem construction of public culture has been increasingly sound, the supply contenthas been constantly rich, and the supply capacity of public cultural services has beencontinuously improved. However, there still exists a great dilemma in public culturalsupply: the supply capacity of public cultural services and cultural needs are imbalanced,the principal structure of public cultural service is irrational, and regional, urban andrural public cultural service are uneven. This innovation dilemma mainly dues to threeaspects: the carrier public culture supply is still weak; the culture management system isrigid and financing system is weak in public culture supply system; the culturalparticipation mechanism is unsound and the evaluation mechanism is imperfect inpublic culture supply mechanism.On this basis, the paper tries to preliminarily explore innovative path of publiccultural supply from the following three aspects: firstly, strengthen the construction ofpublic culture supply carrier by improving system construction of public culture,strengthening the construction of public cultural infrastructure and improving the network platform of public culture supply; secondly, deepen the reform of the publiccultural system by deepening the reform of administrative system，developing the civilsociety and increasing the fiscal investment; thirdly, advancing mechanism innovationof public culture supply by improving the government supply of public cultureencouraging social participation and optimizing the evaluation mechanism of publicculture supply.
