On The Employment Of Rural Handicapped In Wanzhou Chongqing

In recent years, the Communist Party of China in succession presented the strategic vision of building a moderately prosperous society and of building a socialist harmonious society, which indicates that China’s economic development goals, has been from "Priority to efficiency with due consideration to fairness" at the beginning of reform and opening up, to more and more emphasis on fairness, justice and sharing. Needless to say, whether it is building a well or building a socialist harmonious society, it needs to achieve the balanced development of interests of various social groups including people with disabilities. However, it is truly to say that the disabled is a vulnerable group, whose overall welfare level is very low. To improve the situation of the disabled, the fundamental way is to help them become self-supporting through employment.In the context of building a moderately prosperous society and a socialist harmonious society, and Wanzhou planned to become the second largest city in Chongqing, it is significant to study on the employment situation of persons with disabilities in rural areas in Wanzhou, and propose some solutions. Such a work will provide theoretical support for the new policies made n the future development of persons with disabilities for the relevant departments, thus not only helps to assist people with disabilities to achieve better labor and employment rights, ensure their equal participation in social life, and better integrate into society, will also help alleviate worries of Relatives of persons with disabilities in poverty, but also help promote comprehensive development of social security for the disabled in China, and has a certain reference to the building of new socialist countryside and harmonious society. At the same time, it helps to deepen the theoretical research on the subject of Social Security, especially on the theory of the social security of vulnerable groups.The basic idea of this paper is:to ask questions-to study out an outline-to collect and collate relevant information-to analyze information-to do theoretical study-to write research papers. This paper consists of the following components:First, to briefly describe the concepts of employment of persons with disabilities and of the relevant theories; second, to explain the significance of full employment of persons with disabilities, that the employment of the disabled is an important part of human civilization, is an important manifestation of implementing the scientific development concept, is an inevitable choice to maintain social stability and an important guarantee for a comprehensive well-off society. Third, through research to learn the employment status of the disabled and their difficulties in Wanzhou rural areas. Fourth, to explore the major factors which influence the employment of disabled persons in Wanzhou rural areas from several levels of the government, society and the disabled. Fifth, to probe the ways of improving the employment status of the disabled in Wanzhou rural areas by using public management theories and from the government, society, disabled people, and several other aspects, that should be the following aspects:improving the legal system to protect the rights of rural people with disabilities equal employment; strengthening the responsibilities and obligations of government departments to assist the disabled in employment; improving the quality of rural people with disabilities to enhance their employability; guiding social forces to help the disabled, to promote employment of disabled persons in rural areas; people with disabilities should address themselves, and actively integrate into mainstream society.
