Selecting and promoting public servants or leaders by their achievement, ability and political integrity is a Cardinal Principles have long been upheld by our Party.But in recent years, few local government took political integrity, ability, industry and achievement as subsidiary factor in leader promoting, they regard age as the most important and necessary factor and make strict regulations about that. For example, there are rules such as "anybody who are older than 40 years are not to be promoted as leader at county levels or older than 35 years are not to be promoted as leader as Section Chief. These regulations not only hinder some outstanding public servants’growth and personal development especially these leader who are acknowledged and have both ability and political integrity but also seriously dampen public servants’ enthusiasm to work, as well as waste human resource and leadership talent.For the reasons above, the central government pointed out many times that all local administration should avoid these unreasonable regulations from dampening public servants’ working enthusiasm. In September this year, it was pointed out again at the Fourth Plenary Sessions of the Seventeenth Central Committee of the Party that we should conscientiously implement the Party Central Committee’s decision, improve the promotion and recruitment of officials, and fully arouse the masses’ initiative at all ages.Most of previous studies about this problem are not comprehensive enough, which are all on the bases of setting age rules to analyze the weaknesses of that, but few of them discussed how to solve this problem. This thesis tries to propose a few of reasonable suggestion and proposals in accordance with relevant national policy documents.There are five parts of this paper, the main contents of all chapters are as follows:The first chapter is introduction, it mainly expatiates on the background and significance of this topic.The second chapter introduced related theories about this topic and policy improving history on this issue.The third part:cadre serve age "descending by layers" status cause analysis. By investigating cadre age range in 19 districts (city) and counties of××city (sub-provincial cities), this article analyses cadre serve age "descending by layers" status. Based on questionnaire and field visits, it analyses from ideological understanding, cadres’promotion channels and practical operation. At last, it analyses impact from serve age descending.The fourth part:Difficulties in solving cadres serve age layer descending including there is no normal exit mechanism yet, higher authorities require lowering average age of cadres, relevant supporting systems are not perfect and so on.The last chapter is countermeasures and suggestions on cadre age descending. This part is the focus and core of this article, it bring forward relevant measure to solve cadre age descending problem and supporting systems that should be improved.
