Togather with the rapid development of China market economy and the initial establishment of market economy system, especially in the past 10 years after entering WTO,the level of China economy internationalization improved continually.The large enterprises played important roles during the process of globalization,the large and medium State owned Enterprises(SOE), step their paces of direct foreign investment and trade under the leadership of State-owned Asset Supervision and administration Commission(SASAC). To Ensure the steady development of China’s enterprises in the fierce international competition,we need not only to continuously improve the capability of independent innovation and core competence,but also need to surmount a series of obstacles such as law risks, law risk is a great obstacles we need to remove because it will influence the survival and long term development of enterprises.The paper analysis the law risk management practices of Unicom Guangdong, a large telecom SOE and gives the advices.3 main China telecom carriers were listed in foreign securities markets after the reform of 2008, they had to face the important law risk management problems ever since then.There are enough researches into the business operation risk and technology evolution,less attention was paid to the study of law risk management.This paper analysis the core competition ability and operation risk of Unicom Guangdong by using PEST theory and Michael Porter’s Five Forces Model, gives a summary based on empirical research of the successful experience and existing deficiency law risk management practices of Unicom Guangdong.And the paper share the advice and outlook to help Unicom Guangdong,aim to improving the risk management ability, meet the inner and outer law environment changes requirement,promote the stable and healthy development.Unicom Guangdong is a typical carrier based on its business scale and position in the telecom industry.The analysis and advice in the paper provide helpful reference to the law risk management of telecom industry.
