Public welfare posts funded by the government, are the socialrelief posts for the public welfare and heliping the vulnerable groups.In the process of implementing the policy of the public posts , manyproblems are exposed: loose management, low salary treatment, lowquality of employees. These problems, if not promptly resolved , wenot only can’t reach the purposes of the policy , but will seriouslyaffect our government’s image. About the new policy introduced inrecent years, the system research of the public welfare post isrelatively deficient.But the author of this paper has a good grasp ofthis policy. So, in this paper, the public welfare post policy is selectedas the research object, hoping to perfect the policy, providing betterservices for the vulnerable groups.Considering the cost and the results of the study accuracy,through the interview survey , this paper interviewed three personnelworking in Straight Units in linfen city, mainly around seven problems.According to the results of the survey, the problems at present areas follows:1, Imperfect policies and regulations, and there is no anational unified management rules and regulations. 2, deviationduring the process of policy formulation and implementation ; and 3, the low specialization; 4, low salary treatment; 5, highlightedloopholes in management, the severe phenomenon of Ding Gang andwork placements; 6, The duration of the contract is unknown.The main reason reflects in: 1, From the point of macroscopic view,the jurisprudence is faultiness ; 2, From the point of microcosmic view,the policies of the public welfare post are not perfected , no specificprovision for many management problems ; 3, governments at alllevels don’t pay enough attention to the policies, and play its role ofsupervision; 4,each receive unit is insufficient to the management ofthose posts .Finally, the author put forward some countermeasures: 1,Establish and perfect the policies and regulations for the publicwelfare post, and clear the basic rights and obligation for both thereceive units and public welfare posts; 2, Improve the executiveability, and make its consistent with the policy goals; 3, Pay attentionto prepost training, improve the professional skills; 4, Improve thesalary treatment ; 5, Make efforts to optimize the management ; 6,Improve the duration of the labour contract.
