Large Hydropower Station, The Early Stage Of The Project Contract Management Research

From the project owner’s perspective, it is based on the real case within the construction management of the hydropower project, and using the part theory to analysis the cases, to make a profound reflection on the typical public issues, which include the procurement of planning in the early large-scale hydropower, the conditions on which the owners can start working, the sensitive contract provisions, the procurement execution of the contract in the contract management and other sectors, then to analyze its causes, substance. And we put forward the technical improvements for the case, the management improvement measures which is directed to the managing linked theory, harmony and Management Theory. It has a certain degree of guidance for the prior period of the Hydropower Engineering Civil Engineering and procurement management. And it has some positive significance for improving the level of construction and management of large-scale hydropower stations.This dissertation includes seven chapters, namely, the introduction, basic knowledge and concepts, purchase model and the content of the project of water and electricity, problems and improvement of purchase plan and bid inviting, contract’s management improvement and model innovation, market environment consideration of the purchase of water and electricity, and conclusion. And the forth to sixth chapters are the core contents of this dissertation.The chapter which focuses on the "procurement planning and the Frequently Asked Questions and improvement of the tender," use the system theory and practical way of thinking, through the two cases that are decision-making of the tender opportunities、the improvement of contract management and modal innovation, to analyze the essence and influence when the misconduct of the coordination occurred of the Logical relations. And we put forward the technical improvements for the case, the management improvement measures which is directed to the procurement planning. And also we put forward the concept of contracting plan, called for establishing a system theory which is based on the theory and harmonious management of projects in planning theory framework as much as possible. Through the analysis of the three typical cases that are expropriation, immigration, construction and electricity supply, we put forward the technical improvements against the cases. We make the principles and a number of noteworthy items which are directed to the conditions of making the owners to start working successfully:by limiting the sub-contract schedule set properly, the contract unit price adjustment wrongly, improper setting technical standards for risk to analyze the substance and the influence when the owners’legitimate interests is in disorder. We put forward the technical improvements against the cases, and we make the key links which is directed to the sensitive contracts items, which are gives the management improvement measures, and pointed out that the contract improperly passed through the construction of the illegal nature of the risk is undesirable.The chapter which focuses on the "process management improvement and model innovation", clean up the based idea of the owner’s subcontract management in the former project, make sure the key point of subcontract management, create the plan that establish the general contractor in the development of Hydropower valley, the sub-contractor should perform evaluation system, attempted to use the system creation to propel the sub-contract and general contract management, and the credit system creation of the construction in the project development, from the construction of large hydropower station, through the case analysis, give the idea of planning to import sub-contract, use the case to discuss the advantage of application of EPC, PM, the applied area, the notice item and so on. And put forward the advice of using the EPC+O Model Ext.The chapter which focuses on the market environment consideration of the purchase of water and electricity treatises the valley monopoly of current purchase and reorganization of water and electricity, analyzes the reason of history and institution, present its current and future impact on purchase of the project of water and electricity, and purpose some constructive suggestion and strategies which are real but from long-term.This dissertation whose research conclusion is reliable has the analysis of system and logical deduction connected with examples, with the system and harmonious management as its methods, the five factor model as its technologies, PDCA and key road, and the management knowledge system of China’s project(C-PMBOK2006) as its research methods.
