Entering the new century, with the development of international and domestic situation changes, Especially the constant deepening of reform and opening up in our country and the economic globalization trend, our party and government faces more complex governing environment. From economic, political, social, cultural and natural challenges and tests, emergencies and difficult to predict the risk of growing, it is to our country government management of social affairs ability put forward higher requirements. The most critical of civil servants "in the great leap forward" phenomenon of reflection, only the dominant human capital is not enough, we must to strengthen the cultivation of the implicit human capital.This article obtains from the present situation in the construction of grass-roots civil servants training. Based on the present condition of civil servants at the grass-roots level implicit human capital training at present stage. From the related books, newspapers, and comprehensive analysis of data such as data and field investigation, in-depth analysis of the present stage implicit human capital training status quo and existing problems of grass-roots civil servants, study the new characteristics of training system in the new situation and new challenges. At the same time combined with 18 large and the party's mass line education practice recessive manpower capital civil servants at the grass-roots level to develop initiatives to achieve perfect training system and abundant culture content etc.In this paper, the research mainly can be divided into three parts:First, data collection, through the network, internal database, and other channels to collect information. Second, present situation investigation and analysis, this paper analyze the collected data, the effective scheme for training Jianping civil servants' human capital, through the investigation and analysis of the feasibility. The last, on the basis of the above, to build a relatively complete civil servants at the grass-roots level implicit human capital training mode, to promote the healthy growth of civil servants, improve the grass-roots government's ruling ability construction, promote the healthy development of regional economy and social undertakings.
