Risk communication which is proposed in the1970s as an informationinteraction is increasingly significant, and it is consistent with the nature of the flowof information in the modern society. According to the observation of riskcommunication in emergency management, this paper starts from the lack of riskcommunication, and analyzes the flow of information in the emergency management,then interpretive information relations among the government, the media, the public.Firstly, on the basis of summarizing the development of risk communicationcourse, this paper points out the core idea of the risk communication. This paperargues that the core idea of the risk communication is that the public have the right torequest the government to disclose information, and the rights to know、expressionand participation constitute the fundamental rights of the basis for public participationin emergency management, meanwhile,the media reports of the risk information canset up a bridge between the government and the public.Secondly, in the current emergency management, the problems, such asinadequate information disclosure, the asymmetry of risk information, the organizedirresponsible persist, coupled with the development of new media technologies, so theproblem of information over-spread is becoming increasingly apparent.To solve these problems, the paper selects the information flow of riskcommunication in emergency management as the starting point, analyzes the role ofgovernment, media, public in risk communication, think that risk communication inemergency management is to build benign interactive relationships among thegovernment, the media and the public. So we need to smooth feedback channels,improve risk communication performance evaluation system, and promote publicparticipation in emergency management, and build risk communication mechanism.
