The administration accountability system plays an important role in China’s reformof politic system. As it can promote the governmental department to transform itsfunctions, improve the administrative efficiency, and enhance the responsibility andservice consciousness of the administrative organ along with its staffs, it is meaningful toconstructing a responsible and law-governed government. However, China’sadministration accountability system was constructed late, and there are still manyproblems in this system or in its operating environments. Therefore, further and deeperstudies are needed to be conducted to seek correspondingly perfect solutions. In thispresent paper, the theoretical basis and basic principle of the administrationaccountability system is introduced, and then, based on two cases related to China’saccountability practice, relatively perfect solutions are proposed to the problems existingin China’s administration accountability system.The full text include introduction, straight matter and epilogue. The basic structureof the article is as follows:In the introduction, while the progress of the domestic theoretical research onChina’s administration accountability system is affirmed, some problems in these studiesare clearly proposed, such as high overlap rate of the research content, insufficientinnovation, few practical research findings and so on.Chapter one is the illustration of the basic theory for the administrationaccountability system. In this chapter, the concept of the administration accountability isdefined firstly, the component and procedural regulation of administration accountabilitysystem is explained then, and the theoretical basis and basic principle of theadministration accountability system is expounded in the end.Chapter two is about the historical development of China’s administrationaccountability system as well as problems existing in the implementation of the system.In this chapter, the historical evolution of the administration accountability system as wellas the status quo of the legal system is introduced. Besides, some problems in China’spractice of administration accountability system are comprehensively presented andanalyzed on the basis of the two cases, i.e. the Event of Viaduct Bridge Collapse and thatof Return of Officers Responsible for Shanghai “11.15” Fire Disaster.Chapter three presents the proposed strategies to perfect and improve China’sadministration accountability system. In this chapter, some concrete and feasible strategyto enhance and improve this system by combining the condition of China’s administrationaccountability system and considering the problems reflected by the above two cases.There are two proposed strategies: to improve the administration accountability system and to perfect the supportive mechanism of this system.In the section of conclusion is the outlook on the construction of China’s systematicadministration accountability system.
