In China, administrative accountability came into view at the time of "SARS" in2003. For the past ten years, the system of administrative accountability in China has made great progress. In the beginning, it’s like a storm scratched in politics, but now it runs more smoothly and normalized. With the system of administrative accountability running, many officials left their jobs because of holding accountable. Some of these officials resigned the job, some were ordered to resign the job, some were dismissed and some were removal. But it got exposed frequently that this kind of officials returning back to new jobs in the government a period after being blamed accountable. This phenomenon always attracts a lot of public attention and become the hot issue in the government administration filed. It shows many problems, such as the condition of retuning back to new jobs is not clear, the period between leaving and returning is not certain, the standard of the new job is uncertain, the progress of returning is not open. This situation has a negative impact on the administrative accountability and the government’s credibility. So it’s worth studying how to standardized the returning of the officials who held accountable before.My research collected the typical cases of administration accountability and the officials who held accountable and left their jobs in the cases. Through analyzing the data I collected, I figured out the existing problems. Then I found out the effective solution to these problems is to build a mechanism for the officials returning back to new jobs after accountability. This mechanism can make the returning standardized and institutionalized. In other words, this mechanism is a series of law, legislations and policies which stipulate the reason, the process of the return.The key point of this paper is to build this mechanism. By studying a large number of related literature, the existing law and the process of the recruitment of civil servant, the framework of the mechanism is finally built up. But the mechanism requires detailed and healthy law system. So if this mechanism needs to run smoothly in reality, there are many to be improved in law, supervisor mechanism, citizen participation mechanism, and so on.
