As “the First Certificate” for Chinese citizens, the Household Registration isclosely linked with people’s lives in China. However, the Household Registrationsystem differentiates the agricultural and the non-agricultural registered permanentresidence strictly, which is resulting in the forming of the major differences in publicgoods supply and the public services. Since the reform and opening up, China hasundergone several large household registration system reforms. Chongqing formallyimplemented the household registration system reform on August15,2010, which plansto shift of3million farmers into city within2years and10million within10years.The household registration system reform and large-scale, affecting a wide range. Inthe process of implementation, for various reasons, the majority of people showed forthis public policy is not supported. In order to understand the whole story, this articlefocus on the household registration system reform in Chongqing City, the empiricalresearch.By taking questionnaire survey and field interviews, this thesis focus on theprocess and the effectiveness of the household registration system reform in Chongqing.During the investigation, there are879valid copies of questionnaire in more than1,000copies are taken back, which demonstrates that some problems need to be solved inhousehold registration policy establishing, implementation and evaluation. Starting fromthe perspective of administrative decision-making optimization and analyzing theunderlying causes of these problems, this paper brings in some suggestions inpolicy-making, promoting policy effects, policy-making concepts and decision-makingsystem reform.
