Balancing the urban and rural becomes a pivotal topic for now and a fairly longperiod along with the widening of urban and rural disparities, the aggravation ofdualistic structure in urban and rural areas, and the contradiction between those twoareas has become increasingly conspicuous. However the dual urban and ruralpersonnel system divided by relative authorities restrains the free-flow of socialresources, hinders the process of urbanization, enlarges the gap between the poor andthe rich in those areas. It has led to unfairness, becoming the obstacle of balancing theurban and rural, so considering to the condition of above problems, the reform of thelabor personnel system ought to be urgent. In china, the relative authorities of Shanghai,Guangdong and Chengdu provinces have made a host of efforts for the reform of thelabor personnel system, but the effect is not markedly obvious. But Chongqingmunicipality made a great step in the reform of the labor personnel system withfavorable and perfect policies on August15th,2010. It has called the “first ice breaker”in the field of this system. This paper will have a close analysis on the reform of thelabor personnel system in Chongqing based on the balancing urban and rural. Thecontents related has its relatively high measurement precision, including fowlingadvantages: further promotion of the reform of the labor personnel system, enriching thetheories of balancing urban and rural, and will set a example for other provinces.This paper is based on the balancing urban and rural, first of all, having acomprehensive treatment of the evolutionary process of domestic labor personnelsystem, its traits, crux of the reform, scholarly controversy, and domestic reformingways. Then the paper will prove the necessity of the labor personnel system reformation.The paper asserts the view that the reform of the personnel system in CQ should beoperable, by means of proceeding in an orderly way and easing the transfer terms,aiming at the transformation of surplus labor in rural areas. At the meantime, however,there still exist problems in Chongqing’s reform, such as the several additional benefitsof personnel system in urban-rural areas and the unreasonable structure of the dualurban and rural personnel system. The bottle-neck of the Chongqing personnel systemreformation still stays on the fairness achieving, in other words, realizing the equalvalue exchange between “the contracted、homestead and wood land” and “employment、pension、housing、education and medical security”. If the researchers want to realize the equal value exchange, three indispensable factors should be concerned: the inclinationof peasants”, the monetary income in “the contracted、homestead and wood land” ofrural areas, and the assessment on “employment、pension、housing、education andmedical security” of urban areas. While the inclination of peasants’ hinges on the totalincome of “the contracted、homestead and wood land” and “employment、pension、housing、education and medical security”, but the status quo is that the unsmoothcirculation of “the contracted、homestead and wood land”, and the week in the“employment、pension、housing、education and medical security”. Therefore, the papergives several advices: Accelerating the equalization of public service between urban andrural, shortening the additional benefit in personnel system between those two areas,thickening the welfare in urban area, guarantying the out comers can get along well withthe local city, taking off the land voluntarily but it is payable for them, realizing the freeflow of the social resources. By the means of impairing the additional benefit ofpersonnel system, realizing a unified personnel system, finally, we can achieve thedevelopment of balancing urban and rural areas.
