By the end of2011,China’s urbanization rate is over50%,peasant workers andfarmers who migrating to cities are main new urban population. Peasant workersurbanization is a process of farmer’s citizenship and city merging. It is not only asimply physical spatial structure, but also a process of change including the socialpsychology and lifestyle. However, the discrimination in the welfare of the peasantworkers such as children’s education and workers’ medical treatment still not besolved during our30years of urbanization process.Therefore, the research on farmer’scitizenship and fair-based city merging has become the strategic major issue on thesecond development transformation and urbanization promotion during our"twelfth-five" period.With the high-speed development of the economy in the westernChina and upgrading the structure of industry in the eastern China, peasant workersproximity urbanization and backflow to the Midwest speed up day by day.Make thewestern medium-sized cities play positive roles during the peasant workersurbanization. Construct the harmonious urban spacial system to promote peasantworkers merging into the cities. These are of wide social significance to promote thedevelopment transformation of the western area during "twelfth-five"period,construct the rapid urbanization and person-centered harmonious socialspace,and promote health urbanization.This paper used the social geography, behavioral science and related theories todo research by the combination of the theoretical analysis and empirical analysis,questionnaire and statistics analysis, qualitative and quantitative methods. The paperanalyzed the situation of peasant workers urbanization in Baoji by makingquestionnaire, compared the influenced factors and explored the spatial disparitybetween urban and suburban. Based on this, the paper advanced the Baoji’s policiesto promote peasant workers merging into cities.The study regarded that during the regional urbanization development, theinfluenced factors on city merging are the same as other regions but have spatial disparity inside each region. The process of merging into Baoji city appeared thedisparity due to the objective conditions of the urbanization development and thedifferent subjective cognition among the peasant workers. Therefore, firstly formulatethe corresponding policy measures from regional comprehensive consideration. At thesame time pay more attention to spatial disparity and undertake specific policyimplementation in different regions. Then play the location advantage of differentareas, reduce the institutional barrier and reasonably guide the regional transfer of theagricultural population in order that the regional farmers merge into the cities moreefficiently and completely.
