Legal Thinking On Solving "Environment--Poverty" Preblem Of Ankang City

"Environment--Poverty" is defined that occur in the impoverished area as a result of economic behavior caused by environment and impoverished vicious spiral phenomenon. Ankang city is located in national poverty area of Qin Ba Mountain Area, having eight state-level poverty-stricken counties, the "Environment--Poverty" issue is outstanding.In the great western development and national development to promote poverty alleviation plan in the background, how to solve the "Environment--Poverty" problem,and realize the ecological environmental benefits and economic benefits, is a significant proposition of economic and social development of Ankang area.This paper will talk about the "Environment--Poverty" problem of Ankang area.This article follows the idea of deductive reasoning,firstly trying to define the "Environment--Poverty" issues, in order to provide the theory fulcrum for the paper,from which pointing out the factors that decided circulation trend between poverty and enviroment. Then briefly analyses the "Environment--Poverty" of China, According to start a case study on "Environment-Poverty" of Ankang area.Due to environmental constraints, development idea, policy, law and other reasons, solving "Environment--Poverty" of Ankang area depends on making the government poverty alleviation policy into economic development, environmental protection.More important is through the promotion of Ankang city environmental rule of law to solve the "environment--Poverty".Therefore, we should solve "Environment--Poverty" problem of Ankang city by law, strengthen environmental law idea, improve the environmental protection legislation, perfect the environment management system of law enforcement.
