Research On The Group Events Of Local Government Governance Environment

With the continuous deepening of China's reform and opening up process,environmental issues have become increasingly prominent.Especially in the early days of reform and opening up,the basic national policy centered on the development of the economy has laid a hidden danger for environmental pollution and destruction.Coupled with the promotion of local economic development by some local governments,projects with environmental risks have been introduced,causing panic among the masses.With the awakening of citizens' environmental awareness and awareness of rights protection,when their living environment is damaged or at risk,they will actively complain and report to the government and other relevant departments.The local government and other relevant departments will not be ignored or dealt with after receiving reports from the masses,resulting in distrust of the rights-protected citizens to the local government.Coupled with the incitement of some lawless elements,the masses will exert pressure on the government and other departments in their own way.By meditation,parade,and even violence,the attention of relevant departments has been brought about,which has led to environmental group events.Environmental group events are contradictions caused by environmental problems.If improperly handled,it will not only cause major economic losses,but also affect social order and security,and even trigger a crisis of government trust.As the main body of social public affairs,local governments have the responsibility and obligation to manage environmental group events and create a good social living environment for citizens.Based on externality theory,social conflict theory and governance theory,this paper uses literature analysis,case analysis and system analysis to study the problem of local government governance environment.Through research,it is found that with the efforts of local governments in the governance of environmental incidents,the status of environmental group events has improved,the frequency of occurrence has been greatly reduced,and local governments have begun to respond to public demands,environmental policies and The enforcement of environmental laws has also been strengthened,and violent conflicts in environmental mass incidents have rarely occurred.However,there are still some problems that cannot be ignored in the process of group government local environmental governance.In the governance of environmental group events,local governments have insufficient prevention of environmental group events,and the actions are lagging behind the development speed of the incidents.There are also single governance bodies,local government responses are not timely,network rumors promote event development,and government personnel enforcement Improper and temporary compromises by local governments.The reasons for the above problems include the local government's weak sense of response,the deviation of the concept of temporary “maintenance”,the imperfect work of local governments,the inadequate supply of environmental information disclosure system and law enforcement supervision system,and the poor participation of social forces.Therefore,local governments should establish a positive response concept and a rational “maintenance” concept,improve emergency response to environmental group events,strengthen institutional development of environmental information disclosure systems,law enforcement supervision systems,and establish multi-agents of government,citizens,and social organizations.Participate in the mechanism for managing environmental group events.Through the above countermeasures,it is hoped that the effectiveness of local government governance environmental events will be effectively improved,thereby reducing the harm caused by environmental group events and creating a harmonious and stable environment for the society.
