The reform and opening-up policy has conducted more than 30 years, and the achievements have attracted worldwide attention. At the same time, China also faces to the problems in the process of economic development that the western countries have encountered. In 2007, the Gini Coefficient of China reached 0.48%, over the international warning line. The income gap between the highest and the lowest groups up to 33 times. Economic issues are often not pure. The expansion of income gap is not only reflected the lack of marketing regulation and government controlling, but also arose the issue of social fairness. The third distribution is almost certain.Since the third distribution is making up for the shortage of market and government in the field of income and distribution, which also determines the main body is not the market or government, but the linkage of multiple forces. Only by individuals and firms will cash and goods donate to regular Non-governmental Organizations(NGOs), led by NGOs and more parts involved in, timely and effective help for vulnerable groups can be provided. Through the investigation, we found that the development of NGOs in China is not mature, system and policy supporting is also not enough. In addition, NGOs have to face a deadly problem-credibility. There are many reasons that lead to this problem. First, the government error behavior has become a big obstacle hindering NGOs play a role in the third distribution. Second, media inappropriate reports are not conducive to the charity culture in the entire society’s publicity. Third, NGO itself also has some problems, such as financial transparency, the quality of employees, and so on. These caused low work efficiency. Last, the whole society lack of awareness of civil society also can not be ignored. Overall, the participation of NGOs in the third distribution in good condition, but there still persist some problems.We can no deny that, during the third distribution, the functions of NGOs are not being underestimated. On the contrary, if the NGOs can be provided a better external environment, add to their own efforts, they will be able to bear the main implementation in the third distribution. As long as the government, media, NGOs and individual citizens to form a joint force, the situation that NGOs to participate in the third distribution will be better. This will promote social fairness and justice, and the construction of harmonious society.
