The Legislative Studies On Our Country’s Volunteer Services

According to statistics, in the Beijing Olympic Games and Paralympic Games,about more than1.7million volunteers, directly or indirectly take part in service work.These volunteers are dedicated, meticulous, well done volunteer work, by theunanimous praise of the people at home and abroad. After the Wenchuan earthquake,nearly500million volunteers involved in earthquake relief and reconstruction work,and provide a great deal of help and moral support for people in disaster areas. Alongwith social progress and development, the voluntary service has become a beautifullandscape in China’s socialist modernization. However, volunteers, volunteer services,but often experience embarrassment and predicament.All kinds of embarrassment and difficulties mainly include fuzzy range ofvolunteers, volunteer services, volunteer services to local legislation fighting eachother, the lack of a unified national volunteer service legislation, volunteers toparticipate in volunteer activities there is no reliable source of funding protection,engaged in some dangerous and may even be endangeredvolunteer body healthyvolunteer service, personal rights and interests of the volunteers, the lack ofprotection. It is difficult to understand and accept that some clients even volunteer asa cheap labor force, ignoring the human dignity and the fruits of labor of volunteers.The issue of this series is becoming a bottleneck restricting China’s development ofvoluntary service, seriously dampen the enthusiasm of the people involved involuntary services, will be our country’s volunteer services in a very negative impact.In order to better safeguard the legitimate rights and interests of our volunteers,promote the healthy development of volunteer service, the author through the use ofliterature study, theoretical analysis, comparative study law, find out the developmentstatus of China’s voluntary services, problems,multi-perspective analysis of theproblems of our volunteer services, the research on volunteer interests to protect thelegal and policy measures, that the defects and deficiencies of our local volunteer service legislation, and draw the United States and other Westernthe successfulexperience of developed countries to protect volunteers’ rights and good practices,combined with our current national conditions and the actual proposed legislation bya national volunteer service, the government has increased financial support ofvolunteer service, improve the system of volunteer service and a soundvolunteerlong-term incentives, comprehensive countermeasures and suggestions.
