Reform for the public institutions’ merit pay as one of the hot topics of the current social, isattracting the concern of most social groups. On September2,2009, the resolution had been made toimplement merit pay in public health and primary health care institutions and other public institutions onthe executive meetings of the State Council chaired by Premier Wen Jiabao.The meeting noted that themeasure of merit pay is an important part of the reform of the income. Implementation of merit pay whilestandardizing the allowances, a reasonable mechanism of merit pay decision, the sophistication of incentivemechanism and a sound allocation mechanism of macro-control is of great significance to mobilize theenthusiasm of the staff of the public institutions, to promote the development of social undertakings, toimprove public welfare standard of service.Public institutions as special institutions and organizations in the special period played animportant role in improving our country’s economic and social development. However with the continuousdevelopment of the national economy, the public institutions’ fixed wage mechanism can not meet thesocial and economic development. As everyone knows,"unequal pay for equal work, equal pay for unequalwork" phenomenon is very common because of fixed wage mechanism. The phenomenon, can easily leadto the dissatisfaction of the masses of society, leading a very bad impact on the enthusiasm of theemployees in public institutions and harmonious society building. The mechanism of merit pay that caneffectively link up income of the staff with their performance. This requires that the public institutions, notonly consider the factors of capacity and title,to take into account the various factors of production in theinstitutions. The previous wage distribution mechanism does not meet the needs of the socialist marketeconomic,does not meet the " distribution according to work as the main body, a variety of modes ofdistribution coexist". The mechanism to determine the basic salary by the position of the employee, todetermine merit pay by the performance evaluation, in order to stimulate the entrepreneurial passion andenthusiasm of the workers, to continuously improve work efficiency and to improve the quality of work,canmake fast development of the W institution.By studying the actual situation of the W institution, considering the current system of remuneration of a state enterprises, analysing W institution’s hardship and the coping strategies of meritpay reform, The paper posts the reform of the W’ merit pay,should consider the settings of the institutionpositions as the basis, while refering employees’ examination in the different nature of differentpositions,different duties, different working conditions. In addition, the personal assessment of the meritpay and department performance assessment of merit pay should be combined, while focusing onstrengthening the merit pay incentives mechanism,to stimulate enthusiasm and initiative of theinstitutions.to form a new institution wage distribution mechanism, and to better play wages leverage.The innovation of this paper is: first, using the method of case study to analyse a stat enterprisewage management system; Second, learning the current status of the reform of public institutions, topropose how to build a scientific and reasonable performance appraisal system, and how to strengthenincentives function of merit pay, making the public institutions to provide the community a higher qualityof public services products.
