Public Welfare Geological Survey Institutions mainly engage in basic,public and strategic geological,mineral exploration and geo-science research,providing basic geological information for the development of national economy and society.It is an indispensable foundation of sustainable development of economy and society.With China's economy entering a new stage of development,Public Welfare Geological Survey Institutions are also in urgent necessary of reform.As a key content in the income distribution of public institutions,the success of performance-based pay system will have direct effects on reform of public institutions.As six regional center of China Geological Survey,T Institute is mainly responsible for the work of geological survey and scientific research in North China which covers important development centers in Jing-Jin-Ji area in the North.It plays a role in providing basic geological support for the economic construction of North China and business guidance for the local geological survey.The demanding task requires the establishment of a team of cadres and workers with high professional level and ability in T Institute and merit pay is just an important grasp to guide human construction.Taking T Institute,Public Welfare Geological Survey Institution,for instance,the study had an in-depth analysis on performance-based pay system of T Institute from many aspects,such as status,total amount,and structural control of merit pay,post setting,performance goal,income gap and assessment mechanism.Through seminars and on-site interviews,the investigation and research were made,and the problems of current performance-based pay system were summarized and analyzed.Based on the reading of related materials for research,In accordance with the principle of total amount control,post match,fair and effective incentive,put forwarded the measures to control the total amount of merit pay,keep a reasonable control on income gap,set up scientifically system and enhance employee involvement,the performance-based pay system of T Institution was also rebuilt.
