Public selection of leading cadres of the party and government is a great initiative of China’s cadre personnel system reform, which has supplied a large number of outstanding leader cadres to China’s administrative management department since it created. The public selection process includes organize cadres, develop programs, issue public notice, registration and qualification checking, examination, investigation, appointment and discipline supervision. Every step of this process needs a lot of preparation work and a large amount of time to complete. Just because of the complex and cumbersome steps, there will be a sequence of inevitable problems arise during the process. The key point of this paper is to discuss how these problems arise and how to solve them, and try to study the process of public selection of leading cadres from the perspective of governance theory. By analyzing the selection process, the selection content, the problems arise during the process, and the reasons of these problems from the perspective of governance theory, this paper will provide some practical suggestions to improve the process of public selection of leading cadres.This paper is mainly divided into three parts:introduction, main body and conclusion. The introduction briefly states the reason of choosing this subject, the significance of the study, the previous research result, the research methods and the research content. The first part of the main body mainly makes a detailed summarize of governance theory and the process of public selection of leading cadres. It mainly introduces the connotation, the development principles of governance theory and the ten basic elements of governance, namely legality, transparency, constitutional, accountability, responsiveness, validity, participatory, stability, integrity and fairness; and it introduces the process and principles of public selection in detail, the revelatory function which governance theory effects on the process of public selection. Then lead to the three-dimensional framework of this paper, which means to analyze the paper from three aspects:governance environment, governance organization and governance mechanism. The second part, third part and fourth part of the main body analyzes the problems in the process of public selection of leading cadres and the reasons of these problems standing in the perspective of governance environment, governance organization and governance mechanism, Some concluding suggestions about how governance theory optimizes the process of public selection.In the conclusion, the paper stresses the instructive significance of governance theory to the process of public selection. Under the optimization of governance theory, the public selection will develop its own new path in the future.
