As the new cadre system in china, the system of public selection of leading cadres has been booming since the new century. It has the obvious merits of being public, fair, scientific and competitive which makes its become the primary system of cadres selection and appointment nationwide. The dissertation will use the research method of historical institutionalism, mainly devoted to the discussion of the system of public selection of leading cadres respectively from the institutional background analysis, institutional change analysis, institutional efficiency analysis, and institutional innovation analysis.In the chapter of analysis on the Institutional background,first introduces the historical background from two angles of micro and macro.On one hand, the system of cadre retirement, post responsibility, general cadre examination and the mode of the separation of the test and post have cleared away the obstacles for the system of public selection of leading cadres. On the other hand, the development of economic, political, and ideological has created a favorable external environment for it.In the chapter of analysis on the Institutional changes, analyses the operating mechanism from two angles of path dependence and key supporting node of the system of public selection of leading cadres. This dissertation first analyses the inertial effect of historical cadre selection and appointment system on our country. At the same time, because of its self strengthening mechanism, it has been get consolidate development. On the other hand, This dissertation has analysed its deficiencies and shortcomings.In the chapter of analysis on the Institutional effectiveness, the dissertation has analysed the interactive mode between institution and behaviour, and spread out discuss from two angles of this system influencing actors rationality and preference, conversely, this rationality promoting the system’s development. The former effect has embodied in its Spillover effect and the rational choice of reducing political cost. At the same time, the political actors, including candidates, organizers, and the broad masses have been also influenced the system of public selection of leading cadres.In the chapter of analysis on the Institutional innovation, the dissertation has analysed the system’s development trend, and spread out discuss from two angles of normalization and scientific.On one hand, the dissertation has compared the similarities and differences between the system of public selection of leading cadres, recommendation-appointment system and the elective system.As well as the system of public selection of leading cadres and the system of competitive appointment which both of taking the examination way. On the other hand, the dissertation has give some solutions according to the above mentioned in the chapter of Institutional change.
