Itsgeographical location is in the southeast edge of the Yunnan-Guizhou Plateau. It has afragile ecological environment and shows less resistance to natural disasters. Theregion’s economic is undeveloped and people hold less awareness of social disasters,so in the event of disaster, the social impact is extremely serious. Now theSoutheastern Guizhou develops their economy, meanwhile, it has insufficientattention to the harmonious coexist between folks and nature. It causes the fragilenatural environment further destructive and makes natural disasters more frequentthan ever before. By the current circumstances, natural disasters, In terms of theSoutheast minority areas of Guizhou, are not only the issue that simply affects thelocal economic and social development, but also the issue that relates to the survivaland the long-term development of local people. Therefore, It is necessary to havefurther discussion in the natural disasters, and provide effective theories draw andpractice guide. The current academic research on natural disaster emergencymanagement, is to start from macro or urban management, is not fully applicable tothe Southeast minority areas of Guizhou that has special natural and geographicalenvironment,and complex social and cultural environment.
