The system of public selection of leading team which is the selection of civil servants is an important link of civil servant, as an important component of the system, directly affects the operation of the state machinery efficiency. The leading cadres at the county level in the organization of our party and state power in direct-to-an important grass-roots level are responsible for regional economic and social development. It is also responsible to implement the specific implementation of scientific concept of development and the correct view. Selection directly determines the results of the implementation and efficiency of the grass-roots government to the country strategies and policies, has very important significance of the socialist modernization.In recent years with the leading cadres at county level selection range and gradually increasing, more and more problems are exposed, such as poor selection targets, no differences, unreasonable texts which not choosing talents, dispersive leadership and organization which lacking unity, so limited information that the person hillock match cannot achieve during selections. Based on these problems this paper analyses the causes of the problems have many factors, such as:lacking attention, time-delay researches, lacking of innovations in tests systems. Aiming at these problems, this study puts forward the following countermeasures and suggestions. Firstly, the selection of targeted should be improved, and the selection requirements should be distinguished. Secondly, written examination system should be modified and question bank should be established. Thirdly, the technology of written inspection should be improved, and the training to interviewers should be strengthened. At the same time, the relevant training, supervision, law and matching should be given. In addition, public elections and the information should be clear. The final formation of public selection system and process appears.Anyway, the reform and improvement of county level leading cadres’selection adapts to the requirements of the development of the socialist market economy. The overall impact of selecting and appointing cadres is not only an important measure to deepen the reform of the cadre and personnel system, but also useful exploration of the leading cadre on the open selection bold in practice. Scientific public election system is not only the understanding and grasp of the exam of the law for public election, but also revealing the internal relations. It does not provide only protections for validity of public election but also a reliable guarantee for the practice of public election system.
