At present, China is one of the most dynamically developing countries in theworld, which inevitably entails change of its role in international relations. High ratesof economic growth and active involvement in world economic system resulted in theprocess of transforming China from a regional leader into one of the leading worldpowers. Changing status of China’s international arena has attracted researchers to thestudy of the evolution of China’s foreign policy strategy. While the China’s leadersand Chinese scientists have consistently advocated the concept of "peaceful rise" and"harmonious world" in his foreign policy based on the idea of a peaceful developmentpath countries, many Western scholars see in the growing power China’s threat ofexpansionist aspirations. In this regard, particularly becomes relevant to study theevolution of foreign policy of China in the Middle East-a region for a long timeremaining area of rivalry for major world powers.Based on the idea that control over the Middle East is the key to control thedestinies of the world, many Western analysts perceive increased cooperationbetween China and Arab countries in the Middle East and assume that Beijing claimsto global leadership and the desire to establish themselves as a leading worldpower. For this reason, an attempt to objectively consideration of goals, objectivesand determinants of China’s policy on Middle East is very relevant and timely. Thestudy of China’s relations with Arab states in the Middle East in the true sense can betraced nature of the interaction between civilizations of the era of globalization andespecially paying attention to China-Third World countries relations In modern times,according to many philosophers and political scientists, the era of all-out clash ofcivilizations and religious confrontation, China and Arab countries are buildingrelationships based on traditions and principles aimed to increase trade relations.Chapter1In chapter one there is presented Chinese soft power and is given the descriptionof Chinese soft power in Arabic countries. Mainly there is discussed the cultural, educational and media agendas. The exchanges between universities and scientificspheres are shown in details. We know that Confucius schools are widespread inmany countries and Arabic countries are not exclusion as well. Chinese languageprograms develop relations between China and Arabic countries. We can see freely,that among Arabic countries there is great interest towards China, Chinese languageand Chinese culture.This chapter also provides information about media methods, used both byChinese side and Arabic side to improve relations. The chapter analyzes the methodsused by China to accomplish the strategy of "soft power" towards the Arab States ofthe Middle Eastin the context of cooperation in the field of education.The differentforms of interaction between China and Arab countries are mainly at the level ofhigher-educationalestablishments, ministries of education, societyfriendship andcooperation between China and the Forum of Arabcountries. The first chapter isexploring the use of public diplomacy as a strategy of soft power.Chapter2In chapter two the main point is set on Arabic countries as a one entity. Thereis described Arab League, as a higher political structure of Arab countries andsignificance of China-Arab League relationsArabic world presents great significance for major powers. Arabs have got thehugest sources of oil in the world.Each of Arab States is inherent in its specificity and its place in internationalrelations. However, their characteristic centralization of power, most of the state’s rolein the economy and the desire for the paternalistic social policy, the place of the armyin the political system, the influence of the elements of a traditional society, thepoliticization of Islam can provide many features in common with the Arab countries,regarded to major powers foreign policy.Arab countries, which are common in geopolitical, linguistic, cultural and religiousspace, occupy an area of North Africa and West Asia. To the Arab world decided toattribute22member countries of the Arab League, that are Algeria, Bahrain, Djibouti,Egypt, Jordan, Iraq, Yemen, Qatar, Comoros, Kuwait, Lebanon, Libya, Mauritania, Morocco, United Arab Emirates, Oman, Saudi Arabia, Syria, Somalia, Sudan, Tunisiaand the Palestinian Authority, even though the Palestinians do not have a sovereignstate, and in some countries (Djibouti, Comoros, Mauritania, Somalia, Sudan), theArabs are a minority of the population.Chapter two also provides questions on how Arabic countries see China, howChinese soft power is discussed by them.Chapter3Chapter three is based on case studies, particularly China-Persian Gulf Arabicstates and China–CCGAS(Council of cooperation of Gulf Arabic States).After2008energy relations between China and Gulf Arabic states aredeveloping creating new outcomes. We know that USA has been settled in region asan oil consumer long time ago. So the entrance of new power is bringing dilemmas inregional issues. China does not compete in oil exports yet with USA.Chapter three mainly provides arguments which assume that Chinese interestsin Arabic countries in terms of energy sources are tended to maintain its owneconomy security. China’s economy is growing very rapidly and energy sources aremainly aimed for economic maintenance and local needs. And Arabic countries areconcerned with having better relations with one of hugest consumers. So all thesedebates cause dilemma among scholars that there can be confrontation between USAand China.Chapter three also touches upon “Arabic Spring” and China’s role in itsdevelopments to support the argument concerning to Chinese soft power and interestsin Arabic countries.The soft power achieved in one region can take the formtransformed into other regions or other spheres of interest. My main argument is thatChina is not going to appear in confrontation with USA in region in military issues.
