A Study Of E-Government Optimization Based On Government Knowledge Management Of Zhanjiang

In the rapidly developing information society,knowledge is a special resource and a new driving force for the progress of the times.It is necessary to give full play to the important role of knowledge in society.As the national and regional economic regulators and social life managers,how to better play a role in the information economy era,and to better transform into a service-oriented government,it is necessary to implement knowledge management and build a knowledge-based government to promote scientific and rigorous decision-making.In the era of big data,knowledge and information are increasingly valued by government management departments.It is inevitable to promote the government service office with the "Internet +".As the product of informatization,e-government has become the main means of government management and operation,and it is also an important embodiment of promoting intelligent and knowledge-based government construction.Applying the concept of knowledge management in government to e-government and striving to create a knowledge-based,efficient and intelligent e-government is an urgent need for the current government to adapt to the development of an information-based and knowledge-based society.Based on the perspective of Knowledge Management in Government,it is of great significance to study the optimization of Zhanjiang's e-government.This paper adopts literature analysis method,questionnaire survey method,comparative analysis method,on the basis of the concept of government knowledge management and e-government,based on the theory of government knowledge management and knowledge sharing,adopts questionnaire survey method to survey several government departments in Zhanjiang City.To a certain extent,it can intuitively reflect the current situation of electronic government development in Zhanjiang City,this paper analyzes the problems such as the lack of attention,the level of intensive government affairs is not high,the information island is remarkable,the top-level design is missing,the information security problem is prominent,and the e-government professional talents are insufficient,then learns from the experience of e-government construction at home and abroad and combines with the characteristics of e-government construction of Zhanjiang city,this paper puts forward the idea of optimizing e-government in Zhanjiang City based on government knowledge management,then put forward countermeasures and suggestions for optimizinge-government in Zhanjiang City in eight ways: emphasize e-government construction from strengthening government knowledge management;promote the formulation of standard and standard systems and realize the optimization and innovation of top-level design;build a knowledge-based organizational structure and improve infrastructure intensity;establish a platform for knowledge exchange and innovation to promote the integration and sharing of government information;"Knowledge-based" promotes the openness of government affairs and attaches importance to electronic government information security;shape the knowledge management talents team to provide intellectual support for e-government;optimize the allocation of social resources and help improve the quality of government service;develop mobile e-government and innovate e-government office model.The purpose of this paper is to study how to cultivate the knowledge innovation,sharing ability and information sharing awareness of government workers in the perspective of government knowledge management,and puts forward the countermeasures and suggestions for the optimization of e-government construction in Zhanjiang based on government knowledge management,so as to provide intellectual support for the construction of e-government in Zhanjiang City,and promotes the development of the knowledge-based model of Zhanjiang e-government towards user-centered and civilian-oriented,with a view to providing reference for national e-government optimization and innovation.
