In this paper, Firstly, the author clarifies the concept and basic features of community correction,and uses historical research and comparative research methods, combing with the history of the development and practice of domestic and international community correction. The author has got first-hand extensive Lanzhou community correctional information and then by social survey to analyze the defects of the Chengguan District community correction:first, the conflict of misdemeanors concept and community correction penalty concept and the lack of social spirit of tolerance. Second, the modern community is imperfect, and the community autonomous organization is immature. Third,Community correction lacks specific procedural requirements. Fourth, the non-custodial sentence applies a lower proportion and community lacks correction of the judicial system. Fifthly, the executive body of community correction judicial staff is in shortages,and the absence of social groups and community volunteers,the implementation of community correction system is partially missing. On this basis, the anthor draws on practical experience of domestic and international community correction,to give suggestions and countermeasures:first, strengthen the publicity of community correction, to establish a modern penal philosophy of public and judicial officers. Second, promote community building, training and develop NGO, to optimize the environment of the community correction social basis. Third, develop the normative documents of the community correction program. Fourth, expand the proportion of non-custodial sentence applicable, build a handling system, pre-judgment personality inventory system, community correction of hearing procedures system and criminal record eradication system, moderate increase of the judicial staff, establish social redress social groups, and enrich society volunteer team;build community correction dangerousness assessment system, community correction of the Progressive system, community corrections in charge of sub-correction system, case correction system, community correction education system of impact assessment, psychological treatment and psychological evaluation system, help-poverty institutional and public service labor system. Sixth, improve the legal supervision, and strengthen social supervision, strengthen the supervision system of community correction. Seventh, put community correction funds into the budget, broaden the sources of funding, providing the protection; make use of electronic information technology to strengthen the construction of community correction information and provide technical support of community correction, and improve the protection mechanism of community correction, to focus on building and improving local actual situation of Lanzhou community correction system.
