Furthermore, it has very important practical significance inmaintaining democracy at the grass-roots level, overcoming the current drawbacks of the municipallyaffiliated county system, achieving the coordinated development of urban and rural areas, simplifying theadministrative levels and improve administrative efficiency as well.The whole paper is divided into four parts.The first chapter is the introduction.
