With the social environment and economic environment’s change and the "population aging" being more prominent, the international community pays more attention to the old age, and the developed countries name it as a "social crisis." From our point of view, in the late20th century China’s aging population problem has been widely concerned by the government and our society. And then because our society is still in a special stage of development, the aging of population shows different characters against the developed countries:the large population base, the aging speed, the large absolute number of elderly people, and the large regional differences because of the disparities in development. And because the issue of China’s stage of economic development, population aging appears ahead of the level of economic development conditions. Under these conditions, we have to combine the aging of population with actual conditions, and dispose of the aging population properly, so older people can achieve "a sense of security."Corresponding with serious aging problem is that the traditional concept of retirement and the constraints of economic development. The family pension is still the main way to achieve at the present stage of China’s old-age pension, but with the gradual deepening of family planning, and the changes in family structure and modern lifestyles, the family pension isn’t well positioned to meet the needs of the older. Because China’s aging population is ahead of the level of economic development, and also because of the low levels of social welfare, the social pension that the government and community can provide can’t supply compensate for the shortage of family pension. In this situation, the exploration of new pension model for China’s current stage of economic underdevelopment and severe conditions of population aging is extremely important.Community care service is the combination of the family and the social pension system, and it’s also an important means to care with the pressure of the aging of population and it provides an effective way to achieve "a sense of security" for the older. In the mean time, with the development and growth of China’s community building, community gradually provides a good vehicle for the pension of the older. This essay is about the development of the community endowment. It begins from the history and basic theory of the community endowment, and then analyzes the history, status and defects of the Community pension system. Then the essay follows with the theory and practice in the developed countries and the inevitability and necessity that the system develops in China. Finally, on the basis of past experience and the problems that identified, and for China’s current conditions and defects, we propose targeted and effective measures to improve the content of community care service. We expect that the community endowment could take its unique role in the social security system.This paper is divided into six parts:the first part talks about the theory in the community pension system, and then explains and defines the relevant concepts, the article analyzes the theoretical basis for argument; the second part discusses the inevitability and necessity of multi-angle at present stage of development, and then combined with China’s reality, demonstrates the feasibility of our implementation of the system; third part is mainly to find out the experience in practice of the community pension systems in Western developed countries, after that we learn from their advanced experience to develop China’s pension system; the fourth section summarizes the development status of our community endowment, and found problems we have met; the fifth part is to focus on practical measures making our communities healthy and rapid develop; Finally, we get the following conclusions:the integration of communities, government, community resources, based on the government’s promotion, explore actively community endowment model which is suitable for China’s national conditions. In order to protect the elderly to be "sense of security", multi-level and a variety of pension services must be taken.
