Study On Rural Community Endowment Manner Under The Background Of Population Aging

As China’s aging population degree is deepened, the rural elderly pension issuesbecome increasingly prominent. For economic and cultural development in ruralareas is relatively backward, the elderly will become a heavy burden. At present,China’s rural old-age way are mainly family pension, social pension, landendowment, community endowment, the way of pension is increasingly diversified.Among of them, the rural community endowment is a way with vigor and vitality,and can effectively alleviate the pension problem of rural areas. With China’seconomic development, industrialization and urbanization are accelerating, althoughfarmers’ living standard has been greatly improved, but it has also brought manyproblems. Urbanization continues to accelerate resulting in a large number of ruralyoung labor into urban, our traditional family pension mode is facing significantchallenges. Moreover, because of the implementation of the family planning policy,rural family size becoming smaller and the difficulties of social pension, making themaintenance of rural elderly population more challenging. Rural pension problemcannot be resolved will directly affect the economic development and social stabilityof China.This article based on the rise of growing population aging in our country, firstlyanalyzing the current situation of China’s rural elderly pension, presentingcommunity endowment is an effective way to deal with rural old-age issues. Andthen studying and comparing with current existing rural endowment modes,describing the difficulties of traditional family pension in details due to thepopulation aging is more serious in rural than the urban,meanwhile family planningpolicy and the rural family structure has been changed along with the acceleration ofurbanization and the loss of traditional "filial piety" culture also aggravated thisdifficulty; In rural areas, institutional pension has many disadvantages: pensioninstitutional infrastructure need to be improved, the lack of human resources,inadequate laws and regulations, backward management concepts and such theseissues highlighted. Afterwards the author analyzed the necessity and feasibility of the implementation of the rural community endowment in many ways. By exploring theeconomic constraints, staff shortages, traditional concepts and a series of issues ofthe development of rural community endowment in China from the perspective ofindividual, society and government analysis its reason, and based on China’s ruralreality, from the rural community pension services, pension resources supply andrelated policies, put forward three specific measures and suggestions on thedevelopment and implement of the rural community endowment in China..
