Public Selection System of party and government cadres(hereinafter referred to as Public Selection) is a highlight in the Chinese characteristic socialism reform of cadre personnel systems, and its further improvement and refinement has been put on the agenda. It is essential to develop and research of the various modern technologies in the application of the Public Selection for its scientization. Qualifications Assessment technique has been widely used in Public Selection for more than ten years. During these years, it has made evolutionary improvement in its application process and merged with other evaluation methods gradually, which serve the scientization of the Public Selection together.This paper will start from the relationship between technology and political system, and analyze the dialectical relations between Qualifications Assessment technique and the Public Selection system. It will clarify the mutual effect between technology and system, that technology serves system and system guides technology. The first part introduces the basic concept and the theoretical basis of Qualifications Assessment technique. The second part analyzes the four main functions of Qualifications Assessment technique:forecast, adjustment, supervision and integration. The third part analyzes the application effects and the existing problems of Qualifications Assessment in Public Selection. The application of Qualifications Assessment in Public Selection will never be unchanged forever; it has made evolutionary improvement gradually in practice. In other words, it has a process of development evolution. In this process, the Qualifications Assessment has made some progress, but there exist many problems also. For example, the unscientific and non-standard design and implementation, weak theoretical research, low-quality assessment team, backward system and so on. The forth part individually analyzes three modes of Qualifications Assessment in the Public Selection. The fifth part puts forward some improving measures aiming at the existing problems in current Qualifications Assessment issues in Public Selection:regulating the procedures, sinicizing the scales, qualification of assessments, modernizing the methods, strengthening the theoretical research and so on. Hoping this paper would be helpful or provide some reference value to the Qualifications Assessment in Public Selection and even promote the development and improvement of Public Selection System.
