Research On Public Participation In Chengdu E-Government

Since Sep.1993the United States government took the lead in putting forward" electronic government (E-Government)" concept. Subsequently, all countries in the world generally quoted. With the establishment and development of electronic government, the government management and service provides a new mode for improvement, of citizens, businesses and community to provide the quality and level of service, to provide a strong technical support. The establishment of the electronic government greatly expanded the political participation of the public space, changed the political participation of the public environment, causes the original political means and forms become more diversified, convenient for the public political participation. Through a combination of electronic government public participation theory, to the electronic government in the political participation of the public research and analysis, to study our country public political participation and the development of political democracy is of great significance.Citizen use advanced means to participate in public policy and government decision-making, in improving the participation main body initiative, improve the participation of science, object improving participation means the single plays a very active role. At the same time, we also should be aware of, electronic government in different countries and its development degree is different, and according to the different national conditions and development degree of political civilization, public participation in electronic government brings positive effect at the same time, may also bring about some negative effects. And through to our country present electronic government public participation in the actual situation, to find its existing advantages and disadvantages, and to understand whether through the electronic government public participation, to build socialism with Chinese characteristics, political civilization, promoting China’s democratic development effort.In this paper through the electronic government public participation in domestic and foreign development present situation analysis, in order to promote electronic government public participation under the premise, through to the present electronic government public participation in a circumstance to undertake preliminary interpretation, in Chengdu city government public participation as a starting point, through the form of questionnaire, on the Chengdu Chengdu citizens electronic government public participation situation analysis, questionnaire using7dimension, and by chi-square test to analyze and understand in Chengdu City electronic government development and construction, public participation in the actual situation as well as the government is faced with the influence factors of Chengdu City, reveals the electronic government environment to improve public participation is the key of effectiveness point. And through domestic and foreign existing research, to the electronic government environment, Chengdu City public can adapt to understand and adapt to the political environment, and for the Chengdu City public speaking, in the electronic government environment, their political participation, enthusiasm, participation and participation degree, the characteristics of a series of problems are explored and suggestions.
